DECREE
"About the structure of the Cabinet of Ministers of the CRI"
In the name of Allah the Gracious and Merciful!
Guided by article 76 of the Constitution of the Chechen Republic of Ichkeria and by the laws of the CRI "About the Cabinet of Ministers of the Chechen Republic of Ichkeria" and "About Martial Law", on the basis of the resolution of the State Defense Committee - Majlisul Shura of the CRI about the reorganization of the system of power of the state and administration of the CRI, with the purpose to secure the protection of the sovereignty of the CRI under the conditions of martial law, established on the territory of the country in connection with the aggression by the RF against the CRI in the autumn of 1999,
I DECREE:
I. To confirm the following structure of the Cabinet of Ministers of the CRI (reduced version):
1. Power block (National Security Service, Anti-terrorist Centre, Ministry of Internal Affairs...);
2. Social-economic block (Ministry of Public Health, Ministry of Education and Science, Ministry of Economy and Finance...);
3. Information block (Ministry of Information and Press, Ministry of Media and Information...);
4. External block (Ministry of Foreign Affairs, Ministry of Social Protection, Ministry of Culture...).
II. I will myself take control of the execution of this decree.
III. The decree comes into force on the day of its signing.

DECREE
"About the composition of the Cabinet of Ministers of the CRI"
In the name of Allah the Gracious and Merciful!
Guided by article 73 (points 2 and 3) of the Constitution of the Chechen Republic of Ichkeria and by the laws of the CRI "About the Cabinet of Ministers of the Chechen Republic of Ichkeria" and "About Martial Law", on the basis of the resolution of the State Defense Committee – Majlisul Shura of the CRI about the reorganization of the system of power of the state and administration of the CRI, with the purpose to increase the effectiveness of the work of the Cabinet of Ministers under the conditions of martial law, established on the territory of the country in connection with the aggression by the RF against the CRI in the autumn of 1999,
I DECREE:
I. To affirm the Cabinet of Ministers of the CRI in the following composition:
1. Chairman of the Cabinet of Ministers - Abdul-Halim Sadulayev;
2. First Deputy Chairman of the Cabinet of Ministers - Shamil Basayev;
3. Deputy Chairman of the Cabinet of Ministers, Minister of Culture - Akhmed Zakayev;
4. Director of the National Security Service - Dokka Umarov;
5. Minister of Foreign Affairs - Usman Ferzauli;
6. Minister of Internal Affairs - Apti Sulumhajiyev;
7. Minister of Information and Press - Movladi Udugov;
8. Minister of Education and Science - Abdul-Vahab Husai¹v;
9. Minister of Public Health - Umar Hanbiyev;
10. Minister of Social Protection - Apti Bisultanov.
II. To employ First Deputy Chairman of the CM Sh. Basayev with the allocation of the ministries and departments in the power block.
III. To employ Deputy Chairman of the CM A. Zakayev with the allocation of the ministries and departments in the external block.
IV. The allocation of the ministries and departments in the social-economic and information blocks lies with the Chairman of the CM of the CRI.
V. To the leaders of the ministries and departments, within two weeks to present for approval in the Cabinet of Ministers of the CRI their situation, structure and manning table, as well as proposals of candidates for the post of their deputies.
VI. All questions concerning the establishment of the Cabinet of Ministers of the CRI will be directed to the Chairman of the CM of the CRI.
VII. I will myself take control of the execution of this decree.
VIII. The decree comes into force on day of its signing.

DECREE
"About the Leader of the Press Service of the President of the CRI"
In the name of Allah the Gracious and Merciful!
On the basis of the law of the CRI "About the President of the Chechen Republic of Ichkeria", with the purpose to coordinate the information-analytical work and to secure the effectiveness of the activity of the Presidential Administration and the Cabinet of Ministers of the CRI, transferred under operational conditions of martial law,
I DECREE:
1. To appoint Jambulat Baskhanov Leader of the Press Service of the President of the CRI.
2. To prohibit the members of the Cabinet of Ministers of the CRI from making political and official statements on behalf of the President and Government of the CRI, which exceed the limits of the competences of their blocks and departments.
3. The control of the execution of this decree lies with the Leader of the Presidential Administration of the CRI, Idris Hasanov.
4. The decree comes into force on the day of its signing.
