Amir of the Caucasus Emirate Abu-Usman (AKA Dokka Umarov) has signed a number of governmental legal acts on the conversion of the CRI into the Vilayat Nohchiycho, on the administrative-territorial system of the Caucasus Emirate and the abolition of political institutions of the former CRI that are inconsistent with the Shariah.

In connection with the formation of the Caucasus Emirate
I decree:
1. To establish the administrative-territorial unit Vilayat as a constituent of the Caucasus Emirate
2. I reserve the control over implementation of this Omra.
3. The Omra comes into force since the moment of signing.

Based on Omra ¹3 "On the establishment of the administrative-territorial unit Vilayat as a constituent of the Caucasus Emirate"
I decree:
1. To convert the Chechen Republic of Ichkeria into the Vilayat Nohchiycho (Ichkeria) of the Caucasus Emirate
2. I reserve the control over implementation of this Omra.
3. The Omra comes into force since the moment of signing.

I decree:
1. To establish as a constituent of the Caucasus Emirate following Vilayats:
Vilayat Dagestan
Vilayat Nohchiycho (Ichkeria)
Vilayat Galgaycho (Ingushetia)
Vilayat Iriston (Ossetia)
Vilayat Nogay steppe,
The joint Vilayat Kabarda, Balkar and Karachay
2. I reserve the control over implementation of this Omra.
3. The Omra comes into force since the moment of signing.

I decree:
1. To establish institute of Valis of Vilayats of the Caucasus Emirate
2. I reserve the control over implementation of this Omra.
3. The Omra comes into force since the moment of signing.

Based on Omra ¹4 "On conversion of the Chechen Republic of Ichkeria into Vilayat Nohchiycho (Ichkeria) of the Caucasus Emirate" and Omra ¹6 "On creation of institution of Valis of Vilayat of the Caucasus Emirate"
I decree:
1. To abolish the institute of President of the CRI
2. I reserve the control over implementation of this Omra.
3. The Omra comes into force since the moment of signing.

2. To abolish the parliament of the former CRI
3. I reserve the control over implementation of this Omra.
