To the 5th anniversary of death of the President of CRI, Aslan Maskhadov, who was martyred, InshaAllah, on March 8, 2005, Kavkaz Center editorial staff is offering its readers a transcript-translation of audio message, which Aslan Maskhadov sent to Movladi Udugov in September 2002, following a well-known extended session of State Defense Committee-Majlis-ul-Shura, where Sharia additions and amendments to the Constitution of CRI had been adopted.
Unfortunately, some unscrupulous officials of the former government of the former CRI, now living in London as refugees, are still spreading in the media information which humiliates and insults the memory of Aslan Maskhadov.
One of the audio tapes recorded by Maskhadov in 2000, after these unscrupulous officials misled the president of CRI by palming off on him a pamphlet of Dagestani journalist, Tagayev (Soviet time dissident) which was published in Baku, is being used for this purpose. In this pamphlet Tagayev, in an insulting tone, was speaking about a number of Chechen political figures, including the President Maskhadov.
Provocateurs, who are waging an informational war from London against the Caucasus Emirate and the Mujahideen, had also forwarded this pamphlet to Chechnya and stated that it had allegedly been written by Movladi Udugov.
Today, these same people are circulating emotional speech of Maskhadov, which was provoked by a lie of the current London provocateurs, but now they are claiming that Udugov had supposedly only "edited the pamphlet".
However London schemers failed to realize that Aslan Maskhadov was in constant contact with Movladi Udugov (via Shamil Basayev).
Therefore political adventurists will not compromise the memory of the Chechen President Aslan Maskhadov, who heroically perished on the path of Allah (inshaAllah).

In the Name of Allah, Most Gracious, Most Merciful!
Peace and blessings be upon the Leader of all Mujahideen, Prophet Muhammad, his family, his companions and all those who follow his path until the Doomsday.
Peace be upon you, Movladi, you and all those close to you, all who work in the way of Allah, all Muslims!
Today in the beginning of my speech I would like to tell about decisions made, goals and objectives that have been discussed, resolved and adopted at the last meeting (meeting of the State Defense Committee - Majlis-ul-Shura), which took place a month ago.
Of course, you out there for sure keep track of the events, but I thought it would be better if I inform you myself. Besides, I've consulted with the Saif-Islam, you certainly know him, here he is besides me, and he also thought it would be better if I could send you a tape with the specific requests (audio letter), understanding the importance of informational work for us, which is very weak both here and outside.
Thus, on 17 of June we had a meeting, with participation of Commander of Nozhai-Yurt direction Abu Walid, Saif-Islam, Abdul-Khalim, Rizvan Akhmadov (Martyr, inshaAllah). We worked very hard at the meeting for two or three weeks.
All Commanders, who could arrive - arrived, and those who could not arrive - they are commanders, who were martyred, inshaAllah. With all those who were able to attend, we met and had a good job done.
During the meeting, all were able to speak, make a clean breast of it, everything what was bothering - gossip, strife, intrigue, slander, well everything that seemed ... was told ... was incited.
The most valuable achievement of this meeting, I believe, is our undivided opinion that Allah has promised victory if we seek Allah's pleasure and the only way to achieve it, is to rely only on the help of Allah.
Second - the unity of the Mujahideen, and only the third - strength of the weapons and waging the war.
Undoubtedly, when we rise on the Day of Resurrection, then each part of the body will bear witness before Allah for our deeds, well ... during three years, (I'm not talking about infidel's orders and positions - the governors and administrators), among the Mujahideen, there were two orders (service regulations) - having them, we could not rely on the help of Allah. I thought a lot about it. Many brave Umara (commanders) perished in Jihad. This is not previous war. The first war was a cakewalk compared to this.
Allah made this war for us harder, probably because we were not able to use the gifts of victory of the first war, as it should have been done. Nevertheless, having experience of the fist war, we were able to blunt the vigorous attack, resist and give such a repulse during this war, that plans of Troshevs and Shamanov have failed. I can not see any real success of the enemy, neither in the present nor in the future.
Hypocrites with their evil thoughts, despised by all, are hanging around them - they are national-traitors: Kadyrovs, Gantemirovs, Deniyevs, Yamadayevs. They have nothing to help the Russians with, the only thing they can do is to keep performing their slavish duties.
Allah extended this war for three years, and it turns out that these three years, people were fighting against enormous empire, so here is the question, why is Allah not giving us victory? If you think about it, the answer is one - all because of these two orders (service regulations) among the Mujahideen. And that's what we have discussed at the meeting and came to a single conclusion that everyone should unite under one rule, under the same order - that is what we have decided.
We are heading the same way - if someone says that we are Mujahideen, and at forefront of Jihad, then they should share difficulties with the Mujahideen, to be ahead, to be at war. Equally sharing difficulties with them. And if they say, let us make Jihad on behalf of our state, we must understand that for infidels such situation seems dangerous, that our State is in Jihad and God's order is here, meaning, within the framework of Sharia.
All have agreed with this at the meeting and we have approved it. This became a good news for the Mujahideen and made them rejoice. This, in my opinion, is a prelude to success. Today, those Mujahideen who picked up arms and went out for Jihad, all relations between them are solely on Nizam (law) of Sharia. President, Commander-in-Chief, he's Emir of the Majlis ... State Defense Committee - Majlis-ul-Shura...
So these types of questions of war and peace were discussed and decisions have been made ... strategy of the state, ideology, politics, these were the questions. Then the President was allocated with additional authority to deal with certain issues, and establish such an order here.
Further, Committees of the Court of Law and Fatwas were established, all under the guidance of the head of the Supreme Sharia Court, Abdul-Khalim. With its function to impose fatwas, and accordingly, to adjudicate judicial decisions.
A Military Committee, under the leadership of Shamil Basayev, has also been established.
Shamil was appointed as Deputy Commander-in-chief and he is my naib (deputy). Warfare, military operations and so forth, will be done directly through the Military Committee. That is the decision, and everyone who was there, signed under this, starting with me.
So. Three fronts - the Western, Eastern and Northern - were created.
Western Front, led by Dokka Umarov,
Eastern Front led by Abu Walid,
Northern Front led by Kamal, an Emir of Shelkovskoy Jamaat.
All these leaders of the fronts are reporting to the Military Committee, respectively each commander has its own operational management.
Thus, the Military Committee defines all military tasks. After this meeting, I am going to inspect the Western Front and in conjunction with Dokka to carry out the necessary work in this area - where to set up bases, when to assault, when to attack, bringing all this in accordance with the decisions accepted at the meeting.
All groups, Jamaats, sabotage groups, all need to be brought under one command, here, there and everywhere. So...
Information Committee under the direction of Akhmed Zakayev has been established, and this Committee has two subcommittees - one is outside (meaning outside of war zone-KC) and you, Movladi Udugov, appointed as its head.
Here is the second Subcommittee, headed by Bashir, you know him- he was a translator of Abu Umar. He publishes "Muslim woman" and "Jihad" newspapers here. So, we have such two Subcommittees. External Subcommittee - three websites Chechenpress, Chechenorg, Kavkaz Center, which should cover information about ongoing events, the information will come from us through the person appointed by us.
It is important, that there shouldn't be discord in information, make statements and appeals only after mutually agreeing among yourselves, there shouldn't be any unauthorized activity going on, which would undermine the state foundations, and therefore it was decided to monitor this work.
Thereupon, with all that what is abroad, you will sort out yourself and you know best - meetings, conversations, and contacts.
I have warned Zakayev Akhmed regarding what decision was made here, and also that there should be concordance in working together. Want it or not, whatever happens, let this land burn by a blue flame, I am confident that I can go all the way with compliance to Sharia. InshaAllah.
Therefore, all must accept Sharia. I understand that it is very difficult, but I'll lead and the only thing what you need to worry about is - if you can go with me till the end, and whether you keep up with me with establishing Sharia law?
You have to think based on this plan, and we will push through on this path. For those who deviate from the demanded, we will immediately solve his problem through the Sharia Court. Once whoever breaks the law - the rendition will be preceded right away, whoever it might be.
Now, more importantly, that all disagreements that were before, should be forgotten and eliminated after this meeting
Further, I had several conversations with Zelimkhan Yandarbiyev, I have sent him some audio tapes. So now all this authority which was allocated to him confirmed once again that he can carry out our policies in the Islamic countries. It is in this manner, that I entrust and assign all the work on you.
A Social Committee for Victims Assistance has been created, which also includes two subcommittees - internal and external. One of its heads is Apti Bisultanov and Daud Umar, you probably know him. There is also a Finance Committee - Supyan was appointed as its head. That is it.
The decisions were made, and the Mujahideen are routing the infidels with enthusiasm and are preparing for attacks on them, and in this matter, I do not see any problems for them.
Yes, indeed the Russians are working in the political direction - talking about the constitution, referendum, etc again. Gathering hypocrites, trying to somehow reconcile their actions, the same thing they have always done, and nothing new.
The same old Khasbulatovs, Aslakhanovs, Maigovs. Russians are trying to provoke intra civil confrontations, creating "home guards", "township police", gathering all these bandits around Yamadayevs. Today there will be no more mercy for them. Mujahideen are seriously angry at them. Knowing that we are Muslims, knowing that everything is entrusted to us by Allah, and now with all those who are standing by us, whether be it a Chechen or Arab, all together we will create a full-fledged Islamic State.
Insha Allah, we are God-fearing Muslims, and tomorrow it will be easier for us to answer before Allah for our deeds. And, finally, saying farewell, I would like to make a wish - may Allah help us in this way.
